Federal, provincial and territorial forum on housing
Federal, provincial and territorial governments work together through the Forum on Housing. The Forum collaborates towards a long-term vision where everyone in Canada has affordable housing that meets their needs. This partnership ensures that housing solutions – from homelessness to market housing – work in tandem to meet the needs of Canadians.
The Forum is a membership-based group where ministers, deputy ministers and senior officials responsible for housing meet throughout the year to collaborate on shared priorities.
The Forum’s main goals are to:
inform housing policy and priorities
coordinate efforts across the housing sector
share best practices and identify research needs
monitor the success of the National Housing Strategy across Canada
collaborate on policy and program development to address emerging housing issues
Who are Forum members?
Ministers and government officials from the federal, provincial and territorial governments make up the Forum’s membership.
The provincial or territorial co-chair serves on a rotational basis, for a period of 2 years. Saskatchewan is the current provincial/territorial co-chair.

The Forum’s work
The Forum develops work plans for periods ranging from 1 to 2 years. The work plan is approved by all ministers and provides focus to the collaborative work of the Forum.
The current Forum’s work plan (January 2021 to December 2022) is divided in 3 working groups focusing on:
URBAN, RURAL AND NORTHERN INDIGENOUS HOUSING
Over 80% of Indigenous peoples live in urban, rural and northern areas. Indigenous peoples living in those areas experience higher rates of housing need and homelessness.
Access to safe, affordable and culturally appropriate housing is critical to improving health and social outcomes and to ensuring a better future for Indigenous communities and children. Collaboration between governments can help address some of the unique barriers Indigenous peoples face to access affordable housing.
HOUSING SUPPLY FOR VULNERABLE POPULATIONS
The COVID-19 pandemic has put pressure on the housing system and on Canadians who do not have access to safe and affordable housing.
Housing solutions – including supportive and transitional housing – are needed to support those who are most impacted. Especially vulnerable populations experiencing homelessness.
NATIONAL HOUSING STRATEGY PROGRESS AND REPORTING
Federal, provincial and territorial governments are committed to achieving better housing outcomes under the National Housing Strategy.
Provinces and territories have set out targets and report on their progress in their bilateral agreements with the federal government and report on their progress.
Ongoing monitoring and examination of the effectiveness of initiatives delivered by provinces and territories under the National Housing Strategy can lead to better results and continuous improvements to the approach.
